Board
of Directors Monthly Meeting
April 11, 2008
The HBPOA meeting was called to order at 6:00 p.m. on April 11, 2008 by President Bill Schmidt with
12 members present.
PRESENT: Bill Schmidt, Jim Collins,
Julia Finegan, Rose Arp, Walt Parker, Charles Finegan, Walt Magness, Bob Dabney, Randy Phipps, Tom Aldridge,
Billy Burke and Ann Bagley.
Parliamentarian Walt Parker established
a quorum was present and the meeting had been properly called.
The minutes of the March 14, 2008 meeting were read by Secretary Julia Finegan. Rose Arp motioned to
accept the minutes as corrected and Walt Parker seconded the motion - motion carried.
Treasurer Rose Arp gave the financial report. Billy Burke motioned
to accept the report. Tom Aldridge seconded the motion - motion carried.
Bill reads over the Profit and Loss Budget vs. Actual
Report and reports that the new budget is still slightly ahead.
Board Members Reports:
Jim Collins reports that Mr. Barrow congratulated the Board on the new Boat Ramps.
Rose Arp passed around a letter and donation check for $116.00
from Jersey’s for the Boat Ramp.
Charles Finegan
reports the 2 refrigerators in two homeowners yards have been removed and one septic tank has been covered.
Bob Dabney reports everything seems to be going smooth.
Billy Burke reports he is still checking out possible restriction violations.
Randy Phipps reports one post is needed for the pier walkway.
Old Business was next on the agenda.
a. Bill reports nothing to add to the
tentative confidential agreement with Coastal Shoring at this time.
b. AMA Amnesty is still delayed but we are getting there. We want all information to be accurate and
it’s not so easy with all the back records that have to be double checked.
c. Bill reports on the Pier gate repair status. We tried a
shortcut repair for the gate which did not work so the gate is open and we are waiting for parts to correctly repair the gate.
d. Bill asked how we can repair
the pier walkway and can it be done by Memorial Day weekend. Randy and Billy say they can get it done by
then. Ann noted there are some supplies in 1 Belaire that are probably needed for this repair. While we are talking about
the pier Bill informs us that there were no lights on at the pier. Tom had seen AEP (Electric Company)
on the pier but did not know what they were doing. Bill investigated and couldn’t determine where
the problem was since the electric box was locked. Harvey Holzman Electric was called and he determined
that AEP had disconnected service by pulling the meter, turning it slightly and replacing it back. The
transfer orders from AEP to Nueces Co-op had not been received but Rose got in touch with the correct person and service was
restored by 3:00 that same day. While Holzman Electric was at the pier, he enclosed a detailed list of electric hazards at
the pier with his $75.00 service call bill. Raymond Smith reported to Bill that the GFI plug was out at
the fish cleaning sink and if we replace it, he will make a donation for the pier.
e. Ann Bagley has posted 4,782 Liens and Releases on the computer. She
is now checking to make sure all Lien Releases were posted. In years past the association has at times
released a lien, handed it to the homeowner and told them to go to the Courthouse and file it. Unfortunately everyone did
not file their releases. We also received notice of a judgment collected at the Aransas County Courthouse
of which we could petition for the remainder of the judgment after fees, etc were paid. The remainder would
total $21.11. The County also suggested that we might be able to educate the judge on how our lien’s
work and how we might work our own petition in the judge’s chambers.
f. Rose reports that she has sold $1,000.00 worth of tickets for the raffle and hopes more have done the
same. Rose has also received more donations for the auction. Some of these donations
are an $85.00 deep massage, a hand painted duck decoy from Ann Bagley, $30.00 gift card from H.E.B. and a donation from The
Griddle. Rose says that John Pavilka, our insurance man says he has a band and they will play at the Fish Fry.
Larry Meiser has donated a large tent.
g. Bill has By Laws Revision #6 and reads them to verify changes were made. One suggestion was to change the number of board
members needed for a quorum up to six or 2/3. The date for the Membership Meeting and voting on this revision
will now be May 3, 2008 at 10:00 a.m. Walt Parker motioned to accept the proposed new By Laws revision
as amended. Jim Collins seconded the motion. Walt Magness opposed. Motion carried.
Bill appointed a committee to
count the votes. He asked Ann Bagley, Rose
Arp and Jim and Claudine Hendry to serve on this committee.
h. The newsletter was mailed out. Only one
telephone number was in the letter - June Aldridge’s number, therefore she took care of all phone calls. Thank you June.
John Sander was out of town but
left notes for the meeting. The septic for the new construction on the west side entrance has been approved
by James Jackson at the County Health Department. John also attended the Holiday Beach Water Board meeting and left notes
on this meeting. The Water Department has installed 1 tap this past month. They report
the lowest water usage (45,000 gallons per month) in a long while. They have installed new micron filters. They now have 658
members and their next meeting will be on April 19, 2008.
Bill had letters printed for windshields of possible violators
at Kayak Park, the Boat Ramps and the Pier and passed them out. A weekender has volunteered to look out for the large Boat
Ramp because he spends a lot of time there. Randy Phipps will remove the yellow “Use at Your Own
Risk” signs from large Boat Ramp and place them at the small Boat Ramp.
Bill reports on the two Pool Workshops. He reports
about the only thing those who attended could agree on was that the pool should be open as much as possible. We discussed
the four options the workshops had produced. Ann Bagley motioned to hire a temporary monitor until a lock gate with card access
to the pool could be received and installed. Walt Parker seconded the motion. Billy Burke, Tom Aldridge,
Walt Magness and Randy Phipps opposed. Motion carried. Applications for Temporary Pool Monitor being taken
will be posted on both black boards. During this discussion the Pier gate problems were brought up and
Bill Schmidt presented a Business Disclosure letter in regards to Sandollar Security. This letter will
be filed with the minutes of this meeting.
Good of the Corporation. Walt Parker asked if the restrictions allowed
Palm Harbor homes on the west side of Highway 35. These homes are not allowed.
Pastor Gentry lead us in a
closing prayer.

Parker motioned to adjourn the meeting and Jim Collins seconded the motion - motion carried. The meeting
adjourned at 7:17 p.m.
