The Special Meeting was called to order by President Bill Schmidt at 6:30 p.m. on September 4, 2007.
Members present: Bill Schmidt, Julia Finegan, Rose Arp, Walt Parker, Charles Finegan, Al Slay, Sharon Walker, Bob
Dabney, Randy Phipps, Rooster Bassett and Ann Bagley.
Parliamentarian Walt Parker established there was a quorum present and the meeting was properly called.
The committee to recommend an HBPOA office secretary has decided on applicant Windy Slone. She will work 24 hours
a week at $7.50 per hour. Office hours will be Monday 9 a.m. - 5 p.m., Wednesday 9 a.m. - 1 p.m., Friday 9 a.m. - 5
p.m. and Saturday 9 a.m. - 1 p.m. Ann Bagley made a committee report on Windy and their reasons for their recommendation.
Sharon Walker made a motion to hire Windy Slone at $7.50 per hour. Randy Phipps seconded the motion - motion carried.
Bill Schmidt reported on boat ramps in the absence of Jim Collins. A copy of a letter from Scoggins' Law Office
was discussed concerning representing HBPOA if litigation was entered into concerning the boat ramps. Bill had spoken
to an attorney from Houston law firm Coats|Rose who is willing to work with us on a demand letter. Walt Parker mentioned
this being a big law firm it may be beyond our funds. Sharon Walker made a motion to notify Mr. Scoggins that we
would not need his services. Julia Finegan seconded motion - motion carried. Walt Parker made a motion to obtain
an opinion letter at no cost in regards to the boat ramp of Holiday Beach. Randy Phipps seconded the motion. We
have two written proposals - Clark Construction $59,000.00 and S & S at $29,000.00
Our lawn service low bidder Karl Petzold has defaulted and is not able to work in time to do the mowing. He has
been paid $90.00 for the mowing of the Swimming Pool Park and medians. We had the next 3 bidders come in and discuss
their bids. Tony's Lawn Service was the lowest of the three bidders and he was awarded the job.
We have not renewed our Workman's compensation insurance because we have some concerns about it. We were asked
to take home the policy - look it over and bring back input at next meeting.
Questions about our non profit status. IRS says we are not 501C 4. Accountant says we can be non profit.
These questions will be addressed at the next meeting with no secrets.
It was brought up that the pier has some structural problems - middle part wobbles. It was suggested that Kinsel
& Pruitt come look at it.
Bill said he went to attorney Bianchi and asked for a copy of all invoices to HBPOA. He informed Bill that he had
hired Kelli Bacle and that he would get those copies to us.
Mr. Allen has been coming every day to chlorinate the pool.
Ann Bagley motioned to adjourn the meeting and Rose Arp seconded the motion - motion carried.
