The HBPOA monthly meeting was called to order by President Bill Schmidt at 6:30 p.m. September 14, 2007.
Present: Bill Schmidt, Jim Collins, Julia Finegan, Charles Finegan, Sharon Walker, Walt Magness, Bob Dabney, Randy
Phipps, Tom Aldridge, Billy Burke, Rooster Bassett and Ann Bagley.
Bill Schmidt established a quorum was present and the meeting was properly called. Parliamentarian Walt Parker
was running late.
Secretary Julia Finegan read the minutes of August 18, 2007 Board Meeting. Billy Burke motioned to accept the minutes
and Sharon Walker seconded the motion - motion carried. Julia then read the minutes from the Special Meeting of September
4, 2007. These minutes were accepted as corrected. Bill Schmidt said we would post these minutes on the web page.
Rose Arp is on vacation so the financial report was given by Bill Schmidt. The balance in our checking account
today is $19,927.50 with an ending balance of $17,239.82 on August 31, 2007. Our Money Market account balance is
$15,045.86 only adding $21.00 interest. Our Legal Fund account has $164.00 with a $100.00 adjustment not shown
on the printed report. Walt Magness had two questions - one was he didn't recognize Maria Hight's name (our pool
monitor) and were we using The Bag Lady now. Bill explained The Bag Lady takes care of the pier trash only
- twice a week. Walt Magness motioned to accept the financial report. Jim Collins seconded the motion
- motion carried.
Jim Collins waived his report until later in meeting.
Bill asked Charles Finegan to report on the mowing. He reported that Tony had cut the large boat ramp, the small
boat ramp, Belaire 1, Imagination Park and had worked on Hillcrest Park. Bill told homeowner Gloria he had spoken to
Tony concerning the grass around the medians and Tony would be treating it with Roundup and weed eating. Tony also
told Bill he may have to come twice a week to catch up on mowing that had been neglected. Bill asked what was the
situation at Hillcrest Park. Billy Burke reported he could probably use his brush hog on Wednesday when he
gets back in town and also get a tree out that is over a house next to the park. Bill told Billy that we appreciate
his taking care of that.
Board Member and Committee Reports: Sharon Walker reported there was an error on the newsletter on the area
reps area numbers. Charles Finegan reported the county had been digging out the ditches on St. Charles Loop W. and
on Brumley around Mr. Smith's house. Ken Ballard asked if anyone has ever talked about doing anything about the
drainage on Belaire. Bill Schmidt reports that David Vyoral from the county says they need to clear bar ditch
to channels. Bill says a letter has been written to Belaire area property owners requesting use of easement at the edge
of their properties to attempt correction of this problem.
7:10 p.m. Walt Parker arrived.
Ann Bagley reports that people have been coming into the office and questioning the building going up across the street
from the office. Billy Burke says the builder assures us that is will be two story and will be 500 sq. ft. and is properly
placed on the lot. The owner is willing to cooperate and Billy will continue to monitor the building process.
Jim Collins reports that he has received two bids for the large boat ramps. Clark Construction has submitted a
bid of $59,602.00. S & S Construction's bid is for $25,640.00. This bid is not for a complete tear out and
we will need approximately $1,000.00 - $1,500.00. It was suggested that we meet with both or even more companies
together - show them the specs we want to use including pitch and length and go from there. Bill is going to have a
workshop to do this and address all these valid concerns. Walt Parker motions to table discussion until more investigation
has been done. Sharon Walker seconded the motion - motion carried.
Bill Schmidt reports at the last meeting he presented Coats|Rose as a possible firm to write us a demand letter concerning
the boat ramp. This item was mentioned in the newsletter which came out today and created a stir. Mr. Schautteet
apparently was upset and his attorney called Mr. Scroggins (HBPOA's previous attorney) who called the office for President
Bill Schmidt. Bill tried to return the call and was unable to talk to Mr. Scroggins today. Bill will let us know
what he found out at the next meeting. Walt Parker asked who Mr. Schautteet was. Bill Schmidt said he is the owner
of Coastal Shoring. Walt Parker motioned to accept Coats|Rose to write a demand letter in anticipation to make a settlement.
Sharon Walker seconded the motion - motion carried. Bob asked about our discussion with Mr. Schautteet and if that was
going nowhere or we had just stopped negotiations with him. Bill says that no, the door is not locked to Mr. Schautteet
but his attorney has said he should not talk to us.
7:40 p.m. Walt Magness left - there is still a quorum.
The Insurance report was next on the agenda. Bill arranged a meeting for Janice Truelove from GSM to come and meet
with Jim Collins, Ann Bagley, Julia Finegan, Walt Parker, Bob Dabney and himself. Janice did come to the office but
she was not prepared to discuss any of our questions. She did tell us there was a grace period of 30 days. We
did receive a termination letter dated September 12th - the day she came out. There is nothing else on insurance issues
to report and we are still exploring.
Bill Schmidt reports Charlene Nelson, our employee, met with us at the office to explain some of her concerns she will
address (our income tax, our not for profit status, her surprise that we had no representation, just a power of attorney,
at the audit which changed our status, etc.). Bill also reports we have not received Mr. Bianchi's documentation report
yet. Bill reports that we now have established a network system with two computers. It will take a little time
to get the bugs out but will serve the association much better. Bill also invites all property owners to come during
the week and visit at the office.
Walt Parker motions the meeting be adjourned. Jim Collins seconds the motion - motion carries.
